What we found

The research, in short.

Research information, not advice. Sources last checked 16 October 2026.

Tax: The US keeps its claim on you

US citizens abroad generally file on worldwide income. The 2026 foreign earned income exclusion limit is US$132,900, and the physical presence test needs 330 full days abroad within 12 consecutive months, which a stay shorter than that will not meet.

More detail

You can usually take Philippine tax as a US credit, but not on income you exclude. Foreign accounts above US$10,000 in total at any point in the year need an FBAR. The 1976 convention is in force, but its saving clause lets each country tax its own citizens as if it did not apply. For US residents it also says that an employee of a US employer present in the Philippines fewer than 90 days in a year, whose pay is not borne by a Philippine permanent establishment, is exempt there, and that a US resident providing independent services can be taxed by the Philippines if present 90 days or more, if there is a fixed base, or if fees from Philippine residents exceed US$10,000.

Tax: No social security agreement with the Philippines

The Philippines is not on the Social Security Administration's list of agreements, so contributions in both systems are possible. US self-employment tax applies to net self-employment earnings of US$400 or more even when that income is excluded from income tax.

Whether Philippine social security contributions reach someone paid from abroad is not covered by the sources read, so ask an adviser.

Setting up: Healthcare through the transition

Arrange private cover from the day you arrive; no dated private insurance prices were found, so this cost is unknown. Medicare and Medicaid cannot be used in the Philippines, most hospitals ask for payment up front and many providers take only cash, and the CDC advises considering travel health and medical evacuation insurance.

More detail

PhilHealth, the national insurer, lets foreign citizens with a valid ACR I-Card enrol through a Local Health Insurance Office; its 2017 circular set the premium at PHP 17,000 a year, which may have changed, and whether someone on a visitor ACR I-Card can join was not confirmed.

Setting up: Registering your stay

Register on eTravel at least 72 hours before you fly. Anyone staying more than 59 days needs an ACR I-Card from the Bureau of Immigration, and registered aliens file an Annual Report in person within the first 60 days of each year; whether holders of a visitor ACR I-Card are included was not stated.

Overstaying the date stamped in your passport can bring fines or detention.

Setting up: Banking and US reporting

Which documents a Philippine bank accepts from a visitor was not found, so ask each bank before relying on an account. The State Department lists entry and exit cash limits of 50,000 pesos or US$10,000.

More detail

An SRRV deposit must arrive as an inward remittance to a PRA-accredited bank. A Philippine account counts toward the US$10,000 FBAR threshold.

Also consider Cebu City

The Cebu provincial government calls Cebu the second-largest outsourcing destination after Manila and names Cebu IT Park, Cebu Business Park and the Mactan export zones among its investment zones. It lists the Cebu Bus Rapid Transit and Mactan-Cebu International Airport Terminal 2 among its infrastructure.

Also consider Davao City

The Davao City tourism office describes Abreeza as a master-planned development with offices, residential towers, a boutique hotel and a mall. PAGASA says typhoon tracks spare Mindanao from most direct hits, and the State Department's Level 3 advisory area in Mindanao excludes Davao City.
