Mixed: one of the two tests holds. Fixed broadband is 42.2 per 100 people (2024), over the 30 line. But GOV.UK's work visa page names no digital nomad, remote worker or self-employed route, and the visitor rules allow remote work for an overseas employer only if it is not the primary purpose of the visit (a stay of up to 6 months, with no living in the UK through frequent or successive visits).

Questions from digital nomads about United Kingdom.
Is there a digital nomad visa for the United Kingdom?
No. GOV.UK's list of work visas names no digital nomad, remote worker or self-employed route. A Standard Visitor can usually stay up to 6 months but cannot do paid or unpaid work for a UK company or work as a self-employed person.
Can a freelancer serve overseas clients on a UK visitor stay?
Unknown. The Immigration Rules let a visitor do activities relating to their employment overseas remotely if that is not the primary purpose of the visit. That wording names employment, and we found nothing on how it treats a freelancer's overseas clients. Ask the Home Office or an adviser first.
Which UK visas allow self-employment?
Global Talent (endorsed leaders in research, arts or digital technology; £766) allows it. Innovator Founder (an endorsed new business) costs £1,357 plus a £1,000 endorsement. Youth Mobility (ages 18 to 35, Australia, Canada, New Zealand) allows it with rented premises, equipment under £5,000, no employees.
How does the United Kingdom tax a self-employed person?
Residents pay Income Tax above the £12,570 allowance, plus Class 4 National Insurance of 6% on profits from £12,570 to £50,270 and 2% above; Class 2 is not due on profit of £7,105 or more. The first £1,000 of trading income is tax-free. Residence turns on days and ties, so ask an adviser.
How often can I come back to the United Kingdom on visitor stays?
Each visit can be up to 6 months, but a visitor cannot live in the UK for long periods through frequent or successive visits. The pages we read give no figure for where that line falls, so it is unknown. An ETA costs £20 and does not guarantee entry.

Mean daily maximum (C): Jan 8.42, Feb 8.98, Mar 11.73, Apr 15.00, May 18.37, Jun 21.57, Jul 23.89, Aug 23.40, Sep 20.22, Oct 15.81, Nov 11.47, Dec 8.79. Kew Gardens, the other London station the Met Office publishes, also has 5 comfortable months (May 18.39, Jun 21.43, Jul 23.78, Aug 23.37, Sep 20.29). The table gives maximum and minimum temperature but not mean temperature; the midpoint of the two puts the warmest month (Jul, 19.0 C) 13.5 C above the coolest (Jan, 5.5 C). That meets the 12 C test for 'seasons'.
