Questions from retirees about France.
Which French residence card is meant for people who don't work?
The "visiteur" card is for staying more than 3 months without working. It is valid 1 year at most, is renewable and costs €350 in tax stamps. It asks for enough resources, health insurance for your stay and a handwritten promise not to work in France. Practice can vary by consulate.
How much money does the French visitor card ask for?
For a single person, Service-Public gives a net monthly income; to be safe, have more than €1,500 a month or €18,000 a year. Pensions count, and so can a family member's resources. It follows the Smic, which changes each year. The page gives no figure for couples.
Do years on the visitor card count towards long-term residence in France?
Yes, in part: Service-Public lists the temporary "visiteur" card among the permits whose years count towards the five continuous years for the EU long-term resident card. That card lasts 10 years. Stays abroad of up to 6 months in a row (10 in total) are allowed. It also asks for resources and health cover.
How would healthcare work for a retiree living in France?
The WHO service coverage index for France is 82 of 100 (2023). Without work, public health cover (PUMa) opens 3 months after you arrive, and you keep it by living in France at least 6 months a year. The visa needs insurance for the stay. A 2026 law adds a contribution for some members; the amount awaits a decree.
What do we know about living costs for retirees in France?
Prices overall are about 0.77 of United States prices (World Bank, 2025), an economy-wide average. The one cost we price is rent: Toulouse one-bedroom adverts seen on 10 October 2026 asked €602 to €756 a month including charges. Groceries, utilities and health cover are unknown, and personal tax is excluded.
