Moving to Cyprus from Canada

A permit made for remote workers, with a firm income test. It is in the EU but not in Schengen, and Canada has both a tax convention and a social security agreement with it.

What we found

The research, in short.

Research information, not advice. Sources last checked 16 October 2026.

If that does not fit: the Category F permit, or an investment above a set minimum (to be safe, hold more than 310,000 euros)

If you will live on income from abroad without working in Cyprus, the Category F immigration permit asks for a secured annual income from pensions, dividends, deposit interest or rents above set minimums, which run about 4,600 to 9,600 euros depending on whether it is for you or for a dependant; to be safe, have more than 9,600 euros a year for yourself, about CA$15,300 at the ECB rate of 15 October 2026. Dependants are a spouse and children under 18.

More detail

The page names no deposit and no age minimum. The fee is 500 euros for everyone on the application, plus 70 euros for each alien registration certificate. The Immigration Control Committee recommends and the Deputy Minister decides, applications are taken only at the Nicosia offices and need an appointment, and the page gives no decision time. The right of residence has no end date (the card is replaced every 10 years), but the permit lapses if you take up permanent residence abroad or are absent from Cyprus for two years, or if you do not settle within a year of approval. The investor route under Regulation 6(2), which the Department files under Permanent Residence and which carries the same right of residence with no end date, asks for a set minimum investment (to be safe, hold more than 310,000 euros, about CA$493,600 at the ECB rate of 15 October 2026) in a first-sale home from a developer, other real estate, shares in a Cypriot company with five employees, or fund units, with the money shown to have come from abroad. On top you need a secure income from abroad above a set minimum that rises with your family; on our own sum it runs about 50,000 to 75,000 euros a year, from one adult to a couple with one child, and to be safe you should have more than 76,000 euros a year (about CA$121,000 at the ECB rate of 15 October 2026) if all three of you come, shown by a tax return from the country where you are tax resident (for a home purchase) or by certificates from an independent certified accountant. The fee is 500 euros and the Department estimates about two months. Neither route lets you work in Cyprus, except as a director of the company you invest in.

Tax: Leaving Canada, and what the convention does

If you emigrate, you are treated as having sold most of your property at fair market value on departure and bought it back at the same value. Canadian real property, RRSPs, TFSAs and pension plans are among the exceptions.

More detail

Form T1161 is needed if everything you owned was worth more than $25,000. You can defer the tax until you sell by electing on Form T1244 by 30 April of the year after you leave, but the CRA asks for security if the federal tax deferred is over $16,500 ($13,777.50 for former Québec residents). Once you are a non-resident you pay Canadian tax only on Canadian-source income, and the CRA asks you to tell Canadian payers and financial institutions you have left. The convention was signed on 2 May 1984 and Cyprus records it in force from 3 September 1985; Canada's Department of Finance lists it with no protocol, and the text we read gives no entry-into-force date. Unlike the US treaty, it has no clause letting either country tax its own citizens living in the other. Pensions from Canada paid to a Cyprus resident may be taxed in Cyprus, and Canada may also tax them above C$10,000 a year, at no more than 15% on periodic payments; Canada Pension Plan and Old Age Security payments are taxable only in Canada. Ask an adviser how this applies to you.

Tax: Contributions, pensions and health

Canada and Cyprus have a social security agreement, in force since 1 May 1991. The Canadian page says it covers the CPP and OAS, not the Québec Pension Plan, and that each country pays only for its own periods, with periods in one counting toward qualifying in the other.

More detail

The CRA's table shows form CPT116 for a certificate of coverage, with a maximum initial detachment of 24 months; the pages we read do not explain how it applies to someone on a foreign payroll or self-employed for foreign clients who moves to Cyprus, and we found no official page on whether Cypriot social insurance applies to a nomad permit holder, so ask the CRA and Cyprus's Department of Social Insurance Services. A CPP retirement pension can be paid abroad with one valid contribution; OAS only with 20 or more years' residence in Canada after age 18; the Guaranteed Income Supplement for 6 months. Retraite Québec lists Cyprus among the countries with a Québec agreement but its page does not describe it, so Québec contributors should check it separately. Canada has no reciprocal health agreement with Cyprus that we could find, and provincial rules for keeping health coverage while abroad differ: Ontario allows up to 2 years in some cases. This is a mechanism, not your bill.
