Moving to Italy from Canada

A real route, with paperwork. Remote work is allowed, for highly qualified people.

Italy has a visa made for remote work, but it is narrow: it is for highly qualified workers and asks for proof of suitable accommodation before you apply. Canada has a tax treaty and a social security agreement with Italy, and leaving Canada has its own tax steps.

What we found

The research, in short.

Research information, not advice. Sources last checked 11 October 2026.

Visiting

Canadian citizens can visit Italy without a visa for up to 90 days in any 180-day period, counted across the whole Schengen area. Your passport must be valid at least 3 months after you leave. A longer stay needs a national visa, applied for before you travel.

  • Officials may ask for an onward ticket and proof of funds.
  • The Entry/Exit System collects facial images and fingerprints. The Government of Canada says ETIAS is not yet open for applications.

Staying a year or longer

The digital nomad or remote worker visa is for highly qualified remote work. Employees of a company are remote workers and freelancers are digital nomads. The permit is issued for a year and is renewable while you keep your work, income and insurance. No work-permit clearance is needed.

  • You qualify with a recognised degree of three years or more, or a regulated or higher professional qualification with at least five years of experience. You also need six months of experience in the field.
  • The income test is three times a health-service level, shown for your previous fiscal year. The Ottawa embassy prints €24,780 and the Toronto consulate prints no figure. To be safe, have more than €28,000 a year (about C$44,600).
  • Elective residence allows no work. Toronto gives roughly €32,000 per applicant and says employment income does not count; to be safe, have more than €33,000. Ottawa prints no figure.
  • The self-employment visa needs proof of income above €8,500 for your previous fiscal year (have more than €9,000), and a declaration from the local Chamber of Commerce or professional order (Toronto mentions €14,000; have more than €15,000).
More detail

A May 2026 embassy sheet written for Tunis says about €27,000. The Italian government's June 2024 FAQ explains €24,789 as 3 x €8,263 for a worker without a spouse or children. The threshold is updated, so ask the consulate that will handle your file which figure it applies.

We found no statement on the Canadian pages of whether pension, rent or investment income counts toward the digital nomad test. For remote workers, the FAQ says income can be shown by the employment contract or a binding job offer paying at least the collective-agreement level.

The self-employment visa falls under annual quotas: 650 entries are authorised for 2027, with applications pre-filled on the Interior Ministry's ALI portal from 23 October to 7 December 2026. An employee route needs an Italian employer to request an entry clearance first; 76,200 non-seasonal entries are authorised for 2027, with a click day on 16 February 2027.

Documents, fees and timing

Which post handles your application depends on where you live in Canada, and the Toronto and Ottawa pages do not list their provinces. The Montreal page sends visa questions to the national vistoperitalia.esteri.it tool, so check there first. The Ottawa embassy gives up to 90 days for remote worker visas and up to 120 days for digital nomad visas.

  • Toronto asks for the signed form, a passport valid at least 3 months past your return date with two blank pages, a recent photo, proof of residence in its area, health insurance for the whole stay, proof of accommodation, flight tickets, and proof of income, experience and qualification.
  • Toronto says some national visas can take 45 to 90 business days, applications go in by mail only, and it advises against non-refundable travel bookings. The fee is paid in Canadian dollars by money order or bank draft; we found no amount, so it is unknown.
  • After you arrive, apply for the permesso di soggiorno at the Questura within 8 working days. You can start work once that application is filed.

Foreign documents need an apostille or legalisation and a certified Italian translation. The Ottawa embassy says applicants should attend in person.

The Ottawa and Toronto pages give no minimum insurance cover amount. A May 2026 embassy sheet written for Tunis asks for a passport valid at least 15 months, which the Canadian pages do not, so check your consulate's rule.

All national-visa applicants are fingerprinted from 11 January 2025. You register on Prenot@mi without booking, and the consulate then arranges an appointment.

The Vancouver page serves Alberta, British Columbia, Saskatchewan and the Yukon but does not list this visa. For elective residence, expect proof of lodging for the whole stay, proof of funds from banks or pension bodies, and, in Toronto, your last two years of income tax returns.

Tax

A year away does not by itself end Canadian residence, and Italy may count you as resident from arrival. The CRA looks at your residential ties. If you keep your main ties in Canada, you are usually still a factual resident. The 2002 Canada–Italy convention decides if both countries count you as resident.

  • You are Italian tax resident if for most of the year (183 days) you are in the resident register, have your home or domicile in Italy, or are simply there. For 2026 the income tax scale is 23% up to €28,000, 33% to €50,000 and 43% above, plus regional and municipal surcharges.
  • If you emigrate, you are treated as having sold most property at fair market value on departure. Canadian real estate, RRSPs, TFSAs and pensions are among the exceptions. You can defer the tax by electing by 30 April of the year after you leave.
  • The Canada–Italy social security agreement, in force since 1 October 2017, covers CPP and OAS, not the Québec Pension Plan. It does not mention health insurance.
More detail

The convention decides in order: permanent home, centre of vital interests, habitual abode, then nationality.

Form T1161 is needed if everything you owned was worth more than $25,000. The CRA asks for security if the federal tax deferred is over $16,500 ($13,777.50 for former Québec residents). Tell Canadian payers and financial institutions that you have left.

The convention taxes employment income where the work is done, unless you are present for 183 days or less, the employer is not resident there and no local establishment pays you. Independent professional income is taxed only in your country of residence unless you have a fixed base in the other. Canada deducts Italian tax on Italian-source income, and Italy gives a credit for Canadian tax. We could not confirm whether the convention has a general saving clause, so ask an adviser.

Freelancers can use the flat-rate scheme: one 15% substitute tax, or 5% for the first five years of a genuinely new activity, up to €85,000 of takings. The impatriate regime taxes 50% of Italian-source income for people who were not resident in the three prior years. These pages do not say how either applies to Canadian-source work.

The CRA's table shows form CPT51 for a certificate of coverage, with a maximum initial detachment of 24 months. How it applies to a freelancer is not explained, so ask the CRA and INPS. Self-employed people without other pension cover pay into INPS's Gestione Separata at 26.07% for 2026, up to €122,295.

A CPP retirement pension can be paid abroad with one valid contribution; OAS only after 20 years' residence in Canada since age 18. Retraite Québec lists Italy among its entente countries but does not describe the entente, so Québec contributors should check it separately.

Setting up

You need health insurance for the whole stay to get the visa, and your provincial cover depends on your province. Ontario, for example, can keep OHIP for up to two years away if it stays your main home, and emergency payments abroad are capped. A codice fiscale, Italy's tax code, can be requested at the Italian consulate in Canada, or the Questura issues one with your permit.

  • Once in Italy, you register your residence with the municipal registry. Registration matters for Italian tax residence.
  • We found no official page on what Italian banks require from a new arrival, so it is unknown until you ask a bank.
  • A registered lease is a visa requirement. The Revenue Agency's guide describes the 4+4 free-rent contract, transitional contracts up to 18 months, and a deposit capped at three months' rent.
More detail

Some foreigners can join the Italian national health service voluntarily, from €2,000 a year (about C$3,200) for most categories. Whether a permit holder can use this route is unknown until you check with the local health authority.

OHIP can be kept if you were in Ontario at least 153 days in each of the two 12-month periods before you left, or for full-time temporary work abroad.

If you leave Canada and still have Canadian bank accounts or payments from Canada, the CRA says to tell those payers that you are no longer a resident. Which Canadian foreign-reporting forms apply is unconfirmed, so ask an adviser.

Torino sets 20 days from the move for the residence declaration and 45 days to check it, in a procedure described mainly for EU citizens and Italians.

Living in Turin

Turin is a northern city at the foot of the western Alps, on the river Po. The tourist board calls it Italy's first capital, with Roman street planning, Piedmontese Baroque and long arcaded streets. We found no official source for rents or other living costs there, so they are unknown here.

  • The city has more than 300 km of tree-lined avenues and parks, between the hills and the river.
  • Air quality is the trade-off to weigh. ARPA Piemonte reported 36 days above the PM10 daily limit at the Rebaudengo station by 13 December 2025, against 35 allowed in a year.
  • We found no climate normals for Turin, so winter and summer temperatures are unknown here.

Other places we looked at

The research also looked at Bologna and Bari, for contrast. We found no official source for rents or living costs in either, so they are unknown here.

  • Bologna: the capital of Emilia-Romagna, with one of Europe's largest medieval centres and porticoes recognised by UNESCO in 2021. Regional and municipal surcharges differ from Piemonte and Torino and were not priced.
  • Bari: the capital of Apulia, with a waterfront and an old town. We found no cost or climate data for it.
