Visa
Work permit in Italy
Italy’s main work route for foreign employees starts with the employer, who asks the immigration desk for a work clearance (nulla osta) within annual quotas; you then apply for a visa. For 2027, 76,200 non-seasonal entries are authorised. Highly qualified workers, such as EU Blue Card holders, enter outside the quotas.
- Official names
- Lavoro subordinato non stagionale: nulla osta al lavoro and visto per lavoro subordinato (employee work permit), Legislative Decree 286/1998 art. 22; Carta blu UE (EU Blue Card), art. 27-quater

Who it’s for
- The route is for non-EU workers with a job offer: an Italian employer, or a foreign employer legally resident in Italy, starts the process by sending a request for the work clearance (nulla osta). You cannot start it yourself, and New York says the employer’s request is needed before your visa application.
- Entry for employment is possible only within the quotas set each year by the flows decree, apart from some profiles admitted outside quotas, such as EU Blue Card holders, sportspeople, researchers and nurses. The clearance is issued only if the job fits the quota, no available worker on the unemployment lists accepts the job, and the Questura sees no obstacle.
- The EU Blue Card is for highly qualified employees with a higher-education qualification of at least three years. The employer applies for the work clearance, and it is outside the quotas. The Polizia di Stato page is dated 2014, so check current conditions.

Money tests
- The pages we read set no income or savings test for the worker. The employer signs a residence contract (contratto di soggiorno) guaranteeing suitable housing and committing to pay your travel costs if you are expelled from Italy.
- The employer also files a housing suitability certificate and an asseverazione (a certification) in digital original with the clearance request. The sources we read give no minimum salary for the general employee route.

Documents
- For the visa, New York asks for a signed application form, a passport photo, a passport valid three months beyond your planned stay, and proof of residence in its area; the immigration desk sends the clearance and the residence contract to the consulate.
- National visa applicants have had to give fingerprints at the consulate since 11 January 2025.
- For the permit the Questura asks for a copy of the residence contract, the UNILAV employment notice, a tax return or income statement, your last pay slip, and the payment slip for the card; the first-time worker also signs an integration agreement.

Timing
- The employer applies online, and only after the annual decree is published. For 2027 the Interior Ministry’s ALI portal lets applications be pre-filled from 23 October to 7 December 2026; the click day for non-seasonal work in the sectors named in the decree is 16 February 2027, and applications are accepted until 31 December 2027 while quota remains.
- After you enter Italy, you and the employer must sign the residence contract digitally within 8 days, and the employer sends it to the immigration desk; the clearance is revoked if it is not sent in time, unless the delay was not your fault.
- Renewal is requested at least 60 days before the permit expires, and the Polizia di Stato says you may keep working while a renewal is pending, until the police notify you and your employer of an obstacle.

Fees
- The national visa fee is €116, charged in local currency at a quarterly rate (New York’s table for October to December 2026 gives $133.60). Wellington charges the same €116 in New Zealand dollars.
- The permit costs €16 for the revenue stamp, €30 postage and €30.46 for the card, plus a contribution of €40 for a permit up to one year or €50 for one to two years.

Checked 16 October 2026.
How long it lasts and renewal
- The permit lasts as long as the residence contract, up to one year for a fixed-term contract and up to two years for a permanent one. An EU Blue Card permit lasts two years for a permanent contract, or the contract length plus three months for a fixed-term one.
- A renewal can run for up to three years for a permanent employee; for other employees the general rule is that a renewal is not longer than the first permit.

Path to permanent residence
- After five years of regular stay you can ask for the EU long-term residence permit, which needs income above the annual social allowance, an Italian A2 test and criminal-record certificates. The integration portal says that for permanent employees and some others this can follow the first renewal.

Tax
- Since 2024 you are Italian tax resident if for most of the year (183 days, 184 in a leap year) you are on the population register, have your residence or domicile in Italy, or are physically present. Residents are taxed on worldwide income.
- For 2026 the IRPEF scale is 23% up to €28,000, 33% from €28,000 to €50,000 and 43% above, with regional and municipal surcharges on top.
- The impatriate regime taxes only 50% of employment income produced in Italy (up to €600,000), or 40% if you move with a minor child, if you were not resident in the three prior years, commit to four years of residence, work mostly in Italy and meet the high-qualification tests.
- A worker employed in Italy who comes from a non-EU country with no social security agreement with Italy is insured in Italy under the general rules for Italian workers. The INPS circular that says so was written about foreign companies operating in Italy, so it is guidance, not a rule written for your case.

What differs for each passport, from the same sources. A line that says there is no difference means the sources we read name none.
United States passport
- US citizens can visit Italy without a visa for up to 90 days in any 180, but that does not allow work. The US taxes its citizens on worldwide income; the 2026 foreign earned income exclusion limit is $132,900 and its physical presence test needs 330 full days abroad in 12 months.

Canada passport
- Canadians who qualify under the working holiday agreement between Canada and Italy can work for up to six months in a year, and no more than three months with the same employer, outside the flows quotas. Canada and Italy also have a social security agreement covering CPP and OAS.

Australia passport
- Italy has an operating working holiday agreement with Australia: work for up to six months in a year, no more than three months with one employer, outside the flows quotas. The Australia-Italy social security agreement is about pensions.

New Zealand passport
- Italy has an operating working holiday agreement with New Zealand: work for up to six months in a year, no more than three months with one employer, outside the flows quotas. New Zealand has no social security agreement with Italy.

Questions about Work permit in Italy.
Who applies for Italy’s work permit, you or your employer?
Your employer. An Italian employer, or a foreign one legally resident in Italy, sends the immigration desk a request for a work clearance (nulla osta) online. Only then can you apply for the work visa at the Italian consulate where you live. You cannot start the process yourself.
How many work permits does Italy offer foreign employees for 2027?
The 2027 quotas authorise 76,200 non-seasonal employee entries. Applications can be pre-filled on the Interior Ministry’s portal from 23 October to 7 December 2026, with a click day on 16 February 2027 for non-seasonal work in the sectors named in the decree.
Which workers can enter Italy outside the work permit quotas?
The integration portal lists the EU Blue Card, sport, scientific research, working holidays, traineeships and nurses as entries outside the quotas. The Blue Card is for highly qualified employees, and the employer still applies for a work clearance. Working holiday agreements cover Australia, Canada and New Zealand.
How long does an Italian work residence permit last?
It follows the residence contract: up to one year for a fixed-term contract and up to two years for a permanent one. A renewal for a permanent employee can run for up to three years. Ask for the renewal at least 60 days before the permit expires.
What does Italy’s work visa cost?
The national visa fee is €116, charged in local currency at a quarterly rate; New York’s table for October to December 2026 gives $133.60. The residence permit adds €16 for the stamp, €30 postage, €30.46 for the card and a €40 or €50 contribution depending on duration.
