Work permit in Panama
Working in Panama needs a work permit from MITRADEL and a residence permit from Migración. The general route is a job inside the employer's 10% quota of foreign staff, paying about B/.900 a month or more; to be safe, a salary of more than B/.900. Residence starts at two years.
- Official names
- Permiso provisional de residente permanente de personal extranjero contratado por empresas privadas dentro del 10% del personal ordinario (PPT-6); MITRADEL work permit type 2A (ordinary staff within 10%) and 2B (specialists and technicians within 15%); Executive Decree 6 of 13 April 2023 (labour migration); Friendly nations provisional residence for work (PPT-PE), Decree 226 of 2021

Who it’s for
- Every migrant worker needs an authorisation to work from the Ministry of Labour (MITRADEL) under Executive Decree 6 of 13 April 2023. Type 2A is for ordinary staff within 10% of an employer's workers, and type 2B is for specialists or technicians within 15%.
- Migración's matching residence route is a provisional permit for foreigners hired by private companies inside the 10% quota at a salary of not less than about B/.850 a month, for two years, after which they can opt for permanent residence.
- Nationals of the United States, Canada, Australia and New Zealand can instead use the friendly-nations provisional residence, based on a job with a Panamanian company, and that residence does not remove the duty to get a MITRADEL work permit.
- A foreign professional can ask for provisional residence as a professional if the profession is not reserved by the Constitution or by law to Panamanians, with an apostilled or authenticated degree and, for a foreign diploma, its homologation.

Money tests
- The salary on the employer's letter and contract must be not less than about B/.900 a month for the PPT-6 permit. To be safe, a salary of more than B/.900 a month.
- Executives of Colón Free Zone companies use a separate temporary permit with a salary of not less than about B/.2,000 a month. To be safe, a salary of more than B/.2,100 a month.
- Under the friendly-nations route, the sponsor of dependants shows income of about B/.1,000 a month plus about B/.100 for each dependant, by tax return, employment letter with social security record, or bank reference. To be safe, show more than B/.1,100 and add more than B/.200 for each dependant.

Documents
- For the Migración permit you file a notarised power of attorney, three photos, a certified passport copy, a criminal record certificate, a health certificate, a sworn statement of personal background, a work contract endorsed by the Ministry of Labour, and an employer letter stating post and salary.
- The employer side adds a copy of its notice of operation, a Public Registry certificate of existence, its national tax clearance and your Social Security (CSS) enrolment proof and card. Dependants add a responsibility letter, proof of kinship and of address.
- At MITRADEL you start with a filiation document from the national register of migrant labour, then a lawyer files with a notarised power of attorney, a migration status certificate with B/.8 stamps, a passport copy, a work contract registered at MITRADEL and the employer's CSS payroll proof.

Timing
- The Migración checklist asks for the work permit itself (item 13) and the CSS enrolment, so the MITRADEL step is in practice part of the residence file, and MITRADEL takes requests in person at its regional offices through a lawyer.
- We found no processing time in the checklists or on MITRADEL's pages, so it is unknown. A tourist who needs longer to change category can ask for a stay extension of up to 60 days, through a lawyer, ten working days before the stay ends.
Sources: Servicio Nacional de Migración de Panamá (official), Ministerio de Trabajo y Desarrollo Laboral. Checked 17 October 2026.
Fees
- The Migración residence application needs a certified cheque of about B/.300 to the Tesoro Nacional and one of about B/.800 to Migración. To be safe, have more than B/.300. The same two cheques apply to the friendly-nations permit.
- The MITRADEL card for types 2A and 2B costs B/.80 and a renewal costs B/.30.
Sources: Servicio Nacional de Migración de Panamá (official), Ministerio de Trabajo y Desarrollo Laboral. Checked 17 October 2026.
How long it lasts and renewal
- The Migración permit is for two years, after which you can opt for permanent residence. MITRADEL's type 2A permit is granted for three years the first time, with up to three renewals of three years.
- The type 2B permit for specialists and technicians is granted for one year, with up to four renewals of one year.

Path to permanent residence
- After the two years you can request permanent residence with the same documents, except the criminal record certificate, the CSS enrolment proof and the cheques. The friendly-nations route also goes from two years provisional to permanent.
- Naturalisation is a separate application for permanent residence card holders, and its checklist asks for an express, irrevocable renunciation of the previous nationality. Panama's list of countries with reciprocity, which shortens the years of residence, does not include the United States, Canada, Australia or New Zealand.

Tax
- Under Tax Code article 762-N you are tax resident after more than 183 days of presence in the current or preceding fiscal year, or with a permanent home and a centre of vital interests. The tax authority issues foreigners a tax number (NT) on request.
- A CSS news report puts the employee contribution at 9.75% of salary and the employer's at 13.25% until February 2027, then 14.25% and 15.25%. For taxable Panamanian income, the Tax Code rates are 0% up to B/.11,000, 15% to B/.50,000 and B/.5,850 plus 25% above (the 2010 text).

Your passport
If you hold a US, Canadian, Australian or New Zealand passport
What differs for each passport, from the same sources. A line that says there is no difference means the sources we read name none.
United States passport
- The United States is on the friendly-nations list. US citizens need no visa for a tourist stay of up to 180 days. The criminal record certificate would be an FBI Identity History Summary at US$18 per person.
- US citizens generally file a US return on worldwide income. The 2026 foreign earned income exclusion is up to $132,900 with 330 full days abroad, but no foreign tax credit is allowed on income you exclude. Panama is not on the Social Security Administration's list of agreements.

Canada passport
- Canada is on the friendly-nations list. The RCMP fingerprint-based check costs C$25, and Canada has been in the Apostille Convention since 11 January 2024; Panama has been since 4 August 1991.
- Canada treats a home, a spouse or dependants in Canada as significant ties, and Panama is not on Canada's list of social security agreements, so Canadian and Panamanian contributions are not coordinated.

Australia passport

- Smartraveller says Australians get an initial stay of 90 days with no visa. Panama is not on Australia's list of social security agreement countries.

- New Zealand makes you resident with a permanent place of abode there or after more than 183 days in a 12-month period, and Panama is not among its eleven social security agreements.

Questions about Work permit in Panama.
What salary does Panama's PPT-6 work residence permit require?
The Migración checklist describes a foreigner hired by a private company at a salary of not less than about B/.900 a month, for two years. To be safe, a salary of more than B/.900 a month. The job must sit within the employer's 10% quota of foreign staff.
Do I need a MITRADEL work permit as well as a Panama work residence permit?
Yes. Every migrant worker needs authorisation from MITRADEL under Decree 6 of 2023, and Migración's checklist asks for the work permit and your CSS enrolment. Friendly-nations residence does not remove that duty.
How long does Panama's MITRADEL type 2A work permit last?
An archived MITRADEL page says the first permit lasts three years, with up to three renewals of three years. The card costs B/.80 and a renewal B/.30. Type 2B, for specialists, lasts one year and renews up to four times.
What government fees does Panama's work residence permit have?
The government fees on Migración's PPT-6 checklist are two certified cheques: B/.250 to the Tesoro Nacional and B/.800 to Migración. MITRADEL's card for type 2A or 2B costs B/.80, with B/.30 on renewal.
Can US, Canadian, Australian or New Zealand citizens use Panama's friendly-nations route for work?
Yes. Decree 226 of 2021 names all four, and Decree 16 of 2026 left it in force. A job with a Panamanian company gives two years of provisional residence, then permanent residence, but you still need a MITRADEL work permit.
Can I move to permanent residence after working in Panama?
After the two-year provisional permit you can request permanent residence with the same file, minus the criminal record certificate, CSS proof and cheques. Citizenship is separate and asks you to renounce your previous nationality.
