Visa
Work permit in Cambodia
Cambodia has no single work visa. You enter on an ordinary (E) visa, extend it as EB, and apply separately for a work permit and employment card from the Ministry of Labour. EB does not give the right to work. The permit application is due within 90 days of entry.
- Official names
- Ordinary visa (E class); Business extension of stay (EB); Foreign work permit and employment card (Ministry of Labour and Vocational Training, FWCMS)

Who it’s for
- The Ministry of Foreign Affairs table lists the business extension (EB) for employees, freelancers, volunteers and the dependants of EB holders. It says EB does not grant the right to work, so a work permit is still required.
- The ordinary (E) visa is described as for people with an employment offer, an invitation from a registered Cambodian company or organisation, or who are sent by a company. The tourist (T) visa prohibits employment.
- The Ministry's Notification 38/25 speaks to foreigners who come to work or to carry on any occupation in Cambodia, so people working for themselves are covered by its permit rules as well as employees. The Labour Law summary on the investment council's site says no foreigner can work without a work permit and an employment card from the Ministry.
- Whether someone working online for an employer or clients abroad needs a Cambodian permit is not addressed in the Ministry's notices or the Labour Law summary we read, so it is unknown. Ask the Ministry before you rely on either answer.
- The 2023 investment handbook says foreign employees must not exceed 10 per cent of the number of Cambodian employees, though an employer can seek approval to go beyond that. For 2026 the Ministry asked employers to request authorisation to use foreign workers on the FWCMS system between 1 September and 30 November 2025.

Money tests
- None of the official pages we read sets an income or salary test for the ordinary (E) visa or the EB extension. The Ministry's table asks for a stamped employment letter, not a pay level.
- Missing the dates can be penalised: Notification 38/25 says the Ministry will apply penalties under Chapter 16 of the Labour Law and Inter-ministerial Prakas 498 of 31 July 2023. The notice gives no amount, so the size of the fine is unknown.

Documents
- For the EB extension the Ministry names a stamped employment letter for an employee. A self-employed person gives a business registration and a self-written stamped letter.
- The 2023 investment handbook says you can apply for the EB extension without a work permit for the first six months or year while you look for work, and that you need to show a work permit or proof of business for the second six months or year.

Timing
- You can get the E visa on the e-Visa portal, on arrival, or through an embassy application by email. The Ministry gives 3 working days to process an E visa. The visa is valid for entry within 3 months of issue.
- Foreigners who newly come to work or carry on an occupation in Cambodia must apply for a work permit and employment book through the FWCMS system within 90 days of first entering, according to the Ministry's notices.
- Existing permit holders had to apply to renew their 2026 permits and employment books by 31 March 2026. We did not find the 2027 renewal schedule.
Sources: Royal Embassy of Cambodia in Berlin (Ministry of Foreign Affairs and International Cooperation of Cambodia), Ministry of Labour and Vocational Training. Checked 17 October 2026.
Fees
- An adviser reports the ordinary e-Visa fee as US$35 from 1 January 2025, down from US$42, citing a government press release. The Berlin embassy charges EUR 40 for an emailed application: EUR 35 plus a EUR 5 uploading fee.
- A private guide (October 2026) reports US$45 for 1 month, US$75 for 3, US$155 for 6 and US$285 for 12 months (EB), or US$300 to US$350 through an agent.
- We found no current Ministry of Labour fee for the work permit and employment card. The investment council's Labour Law page lists a 2006 inter-ministerial Prakas (No. 1191) at US$100 per work card and work book for foreigners staying for a set period, plus a US$15 health examination paid by the employer. Treat that as an old figure.

How long it lasts and renewal
- The E visa gives 30 days from entry. After entry it is extended at the Immigration Department as EB for 1, 3, 6 or 12 months; 1- and 3-month extensions are single-entry and 6- and 12-month ones multiple-entry.
- A work permit is valid for one year and may be extended. The 2023 investment handbook says most permits run until 31 December of the year of issue.
- Renewal dates change from year to year. The Ministry's Notification 38/25 set 31 March 2026 as the deadline for 2026 renewals and warns of penalties for late ones, while the 2023 handbook said permits could be renewed before 31 May. Check the current notice.

Path to permanent residence
- The pages we read describe no permanent-residence status for E-class workers. EB is a series of extensions of 1 to 12 months, each renewed at the Immigration Department.
Sources: Royal Embassy of Cambodia in Berlin (Ministry of Foreign Affairs and International Cooperation of Cambodia), Council for the Development of Cambodia (government investment body). Checked 16 October 2026.
Tax
- A person is a Cambodian tax resident if domiciled in Cambodia, if their principal place of abode is there, or if present more than 182 days in the calendar year (the 1997 Law on Taxation). PwC words the day count as a 12-month period, so check which applies to you.
- Pay from a job is taxed through a monthly salary tax. The General Department of Taxation cites Prakas No. 575 of 19 September 2024 as the rule on tax on salary and treats free accommodation for foreign staff as a fringe benefit. We did not find the rate table on an official page, so the rates are unknown to us.
- Cambodia has double tax agreements with Turkey, Macao, Korea, Malaysia, Hong Kong, Vietnam, Indonesia, Brunei, Thailand, China and Singapore. The US, Canada, Australia and New Zealand treaty lists do not include it, so no treaty settles a dual claim.

Your passport
If you hold a US, Canadian, Australian or New Zealand passport
What differs for each passport, from the same sources. A line that says there is no difference means the sources we read name none.
United States passport
- A US passport is not on the Ministry's visa exemption list, so you need a visa. The Royal Embassy in Washington covers the United States, and a Washington page archived in May 2026 asked for a form, a 2x2 photo and an invitation or sending-company letter, with a fee of US$35 and 7 to 10 working days. It describes a sticker visa, so confirm the electronic process.
- The US taxes citizens on worldwide income wherever they live. The 2026 foreign earned income exclusion limit is US$132,900, and the physical presence test needs 330 full days abroad in 12 consecutive months. Tax paid in Cambodia can generally be a US credit, but not on income you exclude.

Canada passport
- A Canadian passport needs a visa; Canada is not on the Ministry's exemption list. There is no Cambodian embassy in Ottawa: the Ministry lists the Permanent Mission to the United Nations in New York as covering Canada, and the Ministry says E visas can typically be requested from any Royal Embassy. The New York mission's website did not open.

Australia passport
- An Australian passport needs a visa. The Royal Embassy in Canberra covers Australia and New Zealand. Its business visa page (undated, marked 2019) asks for a form, a 4x6 photo, a guarantee from a Cambodian partner through CamDX, an employment contract or work agreement and payment by cash, cheque or money order, so confirm the current electronic process.

New Zealand passport
- A New Zealand passport needs a visa; New Zealand is not on the Ministry's exemption list. Its address is 5 Canterbury Crescent, Deakin ACT 2600, per an archived home page.

Questions about Work permit in Cambodia.
Does Cambodia's EB business extension give me the right to work?
No. The Ministry of Foreign Affairs table says the EB extension does not grant the right to work, and a work permit is still required. EB covers employees, freelancers, volunteers and EB holders' dependants, in 1, 3, 6 or 12 months.
How soon after arriving must I apply for a Cambodian work permit?
Within 90 days of first entering Cambodia. The Ministry of Labour's notices say foreigners who come to work or carry on an occupation apply through the online FWCMS system within 90 days of entering, and 2026 renewals were due by 31 March 2026.
When does a Cambodian work permit expire and when is it renewed?
A work permit is valid for one year and may be extended. A 2023 government handbook says most permits run to 31 December of the year of issue. The Ministry set 31 March 2026 as the 2026 renewal deadline, and we did not find the 2027 schedule.
Do self-employed foreigners in Cambodia need a work permit too?
Yes, in practice. The Ministry's Notification 38/25 covers foreigners who come to work or carry on any occupation, and the Labour Law says no foreigner can work without a permit and an employment card. Whether it reaches people working online for clients abroad is unknown.
How many foreign staff can a Cambodian employer take on under the quota?
A government handbook says foreign employees must not exceed 10 per cent of the Cambodian workforce, though an employer can seek approval to go beyond it. For 2026 the Ministry asked employers to request authorisation on the FWCMS system from 1 September to 30 November 2025.
What are the fines in Cambodia for working without a work permit?
The Ministry says it will apply penalties under Chapter 16 of the Labour Law and Inter-ministerial Prakas 498 of 31 July 2023 to those who miss the permit dates. We did not find the fine amounts on an official page, so they are unknown to us.
